One Question About The State Of The Union Address

The government should do for people only what they can not do better for themselves and no more. ~Obama in the State of the Union address

After watching The State Of the Union Address by President Obama last night, this one statement haunted me. This comment was met with a rousing round of applause and a standing ovation. On the surface, it seems that President Obama's words are handing back personal responsibility to the individual but then again, they don't.
